Most major event venues (Strip, convention center) are in unincorporated Clark County, not City of Las Vegas. Clark County Fire Department is the primary AHJ for events on the Strip.
AHJ Notice — Nevada: This state has adopted the 2018 IBC. Fire safety follows International Fire Code (IFC). This is a home-rule state — cities can set requirements beyond state minimums. Always check local AHJ.
